Mike, thanks for the answer - In cleaning the carbs out - I was curious if you should be able to see clear through the slow jet?  Main jet is clear, but cant see of blow through the slow jet and I didnt know if that was correct or not?

I recently got a 89 Honda VTR 250 that I would like to get running.  It has aparently sat for ~3years but was running when put away.

I am looking for advice on where to start in getting this motorcycle operational, engine only, as the other areas I am aware of.  It has spark and gas and turns over but doesnt want to catch.  I have had the carbs off and everything seems clean, no major gunk or anything and I was able to see through the jets. I am very new to motorcycle repair so any details or advice is welcomed  :)

Since the bike has sat for that long of a time I would first start by removing the carbs znd have them cleaned and rebuild. There are many small holes in the carb the have probably plugged up with corrosion.
Once that is done and as long as you are getting a good spark the bike should start. Once you get the bike running, let it warm up and then change all the fluids.

Yes, you should be able to see through both jets.
When your bike is running at idle your are running on the air/fuel misture screw and a little on the intermediate jet. Just off idle your running on the intermediate jet. Hight RPMs off the main jet.
Sounds like the air/fuel mixture scres,orjet, is pluggged.
