Motorcycle Repair: 1998 Evo Upgrade, zero compression, question concerns

I recently picked-up a 98 H-D Custom. It already has the Stage one kit installed and free flowing pipes. It also has the SE-11 cam.When I got it the engine did not run. There is zero compression in both cylinders. I have determined that the valves are bent. My question concerns upgrading this unit. I want the bike to be fast but also be able to run in traffic and in the city. Should I remove the head and just have the valves repaired or is ther some more I should do without loosing my back and forth to work ride ability? I can afford to spend about $1000.00 - $1200.00 on engine parts. Also I am able to do most of the work myself. Any suggestions would be appreciated.

first the heads have got to be removed to change the valves. that could be around 500+ and installing new pistons and cylinders to go from 88 inch to 95 inch will be another 500+  so there is your 1000+ it will only make about 10 horse power more then the stock bore.  Johnny
