Motorcycle Repair: chain maintenance, sprocket teeth, chain maintenance

my chain is rusting.  i've cleaned periodically to try to keep it in top shape.  question is what can i do to 1) remove the rust? and 2) to keep it from rusting.  i have it outside and covered.

The rust is from moisture buildup from being outside and covered. It would be best if the bike was inside, but if you cant do that then you are going to have to lube it about every 100 miles. There is really nothing much you can do about removing the rust, except removing the chain and cleaning it in kersoene.
One thing you need to look at is how many miles are on the chain? If you are over 20,000 its about time to replace it anyway. Chains dont last that long, unless you have a
o-ring chain. It should last about 40,000 miles. If your sprocket teeth are starting to get a hook in them then they need replaced too. Not replacing them and they will wear a new chain out very fast.
