Answer
Hi Gary.

1)  Turn the needles in till the contact the stops.  NOT TIGHT, just till contact is made.

2)  Back them out 4 turns.  No more, no less

3)  Insure that the plugs are clean and start the bike.  Run it for about 5 minutes or, preferably, a ride around the neighborhood.

4)  Check the plugs.  If they are blackened, the turn the screws in 1/4 turn and repeat step 3.  If they are whitened, turn them out 1/4 turn and repeat step 3.

5)  When they start to look normal, then you can fine tune it by 1/4 or 1/8 turns.  Remember that you must repeat step 3 every time you make an adjustment.

Remember that both screws MUST be turned exactly the same amount of turns in the same direction (either in or out).  If you mess up one, then you must start over again with both.

Good luck.
