Motorcycle Repair: fuel system, kawasaki bayou, fuel flow

my 1985 kawasaki bayou will not start. i think i have a carb problem. fuel goes into the carb properly the fuel pump has tested good i had the carb cleaned at a shop. the tech said he could not test the carb of the bike. i do not think fuel is making it out of the carb. how do i know for sure that fuel is making it to the cylinder. when i take the carb of or the spark plug out there is no fuel in the cylinder is this enough to be sure my problem is in the carb. the floats are not stuck and the correct amount of fuel is in the carb. what else can i do to know what to do next? any advice would be appreciated.

Hi John.
 The easy way to test if you are not getting either fuel or spark is to spray some automotive starting fluid into the intake immediately prior to starting the bike.

 If you are getting spark and no fuel, the bike will start and then die.  If you are getting restricted fuel flow, then the bike will fire and may run normally or run badly or run for a minute, then die.

You may want to check to see if something other than the floats sticking, since you know that the problem is not the floats.
