Motorcycle Repair: electrical system on a yamaha enduro 250, yamaha enduro 250, montour blvd


Question
I have a 1976 yamaha enduro 250. It had a Head light and tail lights and everything before I obtained it but they were removed.  I bought a headlight and housing and mounting but the most voltage I can get out of the bike any where is about 2 volts. Is the charging system shot or is there a transformer or somthing i need for the head light? (it is a 12 volt headlight) And on a bike that old is it supposed to be a 6 volt system or 12 volt system?
