Answer
Hi Rick.
A warped rotor has nothing to do with the tire at all.  It is the disc that the brakes apply pressure to in order to slow and stop your bike.  If a warped rotor is the problem, then replace it.

Now if you mean that the rim is warped, then there's nothing you can do unless you happen to have spoked rims (not likely on an'84 model).  The only thing left to do for a warped rim is to replace it.

As far as tire removal, just remove the schreader valve in the valve stem and after the air is all out of the tire, remove the tire like you would a bicycle tire.  Same proceedure, bigger tire.  Reinstall the schreader valve, then inflate and balance the new tire.  Sometimes the tire will not initially seat correctly and you may have trouble getting it to initially inflate.  Oftentimes a cargo strap around the outside edge of the tire (tightened down tight) will be enough to get it started.  Then you take the strap off and finish inflating the tire.

Good luck.
