Motorcycle Repair: Backfire, air fuel mixture, slow jet

Hello I have a 1994 Sportster. When I bought the bike the gentleman told me it needed rejetted because he had gotten new pipes and did not think they rejetted it correctly. It has ran great until a month ago. My battery started getting weak when I went to start it . I purchased new plugs and a new battery . The new battery is still wanting to weaken as it doesn't start very well. When I put a full charge on it it runs but is spitting fire out of the pipes and backfiring like crazy. Does this sound like a Stater problem . Would a stater drain a new battery. Or could this have anything to do with needing rejetted..

first thing is to check the charging system. If you dont have enought voltage at the battery it will NOT let the ignition work properly. 2nd= remove slow jet and install a #48 low jet. 3nd= turn air/fuel mixture 3.1/2 turns out from slightly bottom. 4th= raise idle to about 1,100 rpms
