Motorcycle Repair: 1200 Sportster Custom 2000, vent line, crazy question

As i said above I own a 2000 1200 custom sportster, My main concern is on the back side of the primary near the starter there is a vent line currently it is routed down to the ground, This line blows primary fluid everywhere, I've tried to re-route the line but it still blows oil like crazy, Question is what do you think I can do to take care of this Problem? It is a breather for the transmission and primary, You probley have too much oil in there, Try draining all the oil out and measure to the correct amount of oil that your service manual saids to put in there, Some how it got over filled. This is where I would start.  JOHNNY
