Motorcycle Repair: Fan not coming on., kawasaki ninja, radiator fluid

Question
I recently turned on my zx7r and warmed up the engine.  I noticed the temperature meter going up and then radiator fluid started coming out.  I turned of the bike.  Is it the sensor that is bad. It did not hit the critical red zone.  My bike is a Kawasaki ninja, 1998 Zx7r.

you can test the fan switch by jumping it with key on, sounds like theromstat stuck, is cheap enough replace the thermostat and fan switch both, if the fan works by jumping, otherwise you may need a fan motor or possibly some chassis electrical, like a relay or such.
