Motorcycle Repair: 34mm Keihin Carburetor PJ, screw adjustment, set screw

    I am repairing a 1988 ATK 250 with a two stroke Rotax  rotary valve air cooled engine. The bike has very little time on it and I have thoroughly cleaned the Gas tank and carburetor. It has a 34mm PJ model Keihin carb.The choke is also the idle screw adjustment (no separate idle set screw like  other carb's I'm familiar with). I got the bike to run fine but it will not idle and the choke/idle set gadget does not change the idle speed at all. Can you tell me...

   1/ Is the Keihin PJ carb junk?
   2/ Are you familiar with how I set the idle?

  I'm not familiar with that model so I'm not sure how the idle adjustment might work w/ a rotary setup.  Typically the idle screw on a cylindrical valve system pushes against a small ramp in the valve moving it up or down.  If there is not a similar "dog" to hold the rotor at diff. positions at it's resting point you may have to adjust the rotation at the adjuster on the throttle cable atop the carb.  Just a thought.
