Nissan Repair: 95 maxima electrical problem?, light flicker, competent mechanic

I have a 95 maxima with a wierd electrical? problem. The car will seem to crank over but not start. On the dash the check engine light doesn't come on for 2 secs like normal and the o/d (automatic transmission) flashes for about 16 times instead of the 2 second check, the hand brake light wont go off when released and the lights on the a/c buttons seem to flicker. I had the check engine light flicker and come on just once and it started and ran fine, but after I shut it off it won't start again. I think some water leaked in during a storm, but everything seems dry now.I've tried a new battery and visually checked all the fuses but can't seem to find any bad ones. Any ideas on what it might be would be appriciated:)

The check engine light seems to be the key here. Under normal conditions, when the key is turned on, it should illuminate for 2 seconds and turn off. If it does not do that, then I would have the sensor codes pulled out (OBD). Any autozone will do that, I think for free. If not take it to a competent mechanic. Once you get the codes, let me know what it is. If the check engine light does not come on at all, then it is probably your computer that is defective.
