Fuel gauge is erratic, Nissan service have said i need a complete new cluster, is there a possibility of reparing fuel gauge only

Yes, I am with you on just replacement of the fuel gauge.  Source your local breaker yards and see if you can get one or check on-line.  Problem with used is the places are going to want to only sell a complete cluster.  If you do it yourself you could save a bundle.
