Question
Is the idle speed control screw the little screw that when the throttle is not engaged, it rests upon. (The one that can be lowered or raised, depending upon the speed you want?) The screw is pretty much all the way down, so if it wasn't there, it wouldn't make a difference. I can raise the screw. Do you know the size? Could that really fix the problem? Is that the equivalent to holding the pedal down a little bit while at a stop, That is what it seems like it would be. How would this help the starting. Thank you.

Yes, that is the base adjustment screw. I think it is 7MM or 8MM. Again, I would have to look at a photo, because some models have different set ups. You might also have an idle speed solenoid, which takes the place of the adjustment screw.

It helps the starting because having the throttle open while starting aloows the right fuel to air mixture into the cylinders.
