Nissan Repair: Shifter Stuck, altima gxe, flat blade

1996 Altima GXE. Will not shift out of Park. Key will not turn. I hear a click sound but that's all.

Transmission has been recently slipping in low gear. Could this be related to the problem?

First, wiggle the steering wheel and get the key to turn.  If that does not work try another key.  The shift interlock can be defeated by using a small flat blade screwdriver and insert it in the hole where the plug goes.  You will have to remove the plug on the shifter plate to get access to depress the shift interlock button.
