Nissan Repair: 1983 Nissan/Datsun Maximas turn signals dont work, nissan datsun, nissan maxima

I have a 1983 Nissan Maxima diesel that has been sitting for aprox a year and I finally replaced the parts that caused it to become dissabled and non driveable.  The only problem now is that I cannot seem to track down why the turn signals and 4 way flashers don't work.  I have tried testing the time control unit and it seems to work... the flasher relay seems good but I have not replaced it.  the dome light doesn't come on either.  testing power to all the connections and there seems to be power.  could I have missed plugging a ground wire in?  what am I missing or doing wrong?   HELP PLEASE!

Can you tell me where you have tested power?, and what was the process. What do you mean that the flasher relay seems good? How was it tested? What connections have you tested for power? The more info you can give me the better for me to find your problem.
