Nissan Repair: Nissan Frontier 2007, nissan frontier, fuse panel

Question
Rear running lights and license plate lamps are not working. Looked on the fuse panel in the glove box and found no burned fuses. I did find empty slots however. Should they all be full? Where could I look next?

The rear lights are part of the circuit for the front lights too.  If the running lights work out front and not in the back it is either the headlight switch or someone has messed with the rear wiring like where a trailer harness would connect.  Check under the vehicle at the rear for where it would tie in.
