Nissan Repair: 2001 maxima not starting, vehicle speed sensor, speedometer cable

Von I am helping a friend with their which is a 2001 nissan maxima it isn't starting and i notice after taking out the front three coils and inserting the plugs it fires only when the engine rolls over then stops(this is when it engine is being continiously rolled over). I put the diagnostic tool on it and it gave two coodes p1130 and i think the other one was 1620? the plugs were very wet with gas of a dark color. icheck the book and it said swirl contorol solenoid. I swith the cam and crank sensors it still didn't start. where is the swirl solenoid located. can you give me some advice to get the car going for them. Thanks as usual

Basically replace the swirl control valve and reset that code.  It is located on the intake manifold, passenger side.  If there are no vacuum lines off it is the valve.  The following is a link to a 1999 Maxima mainenance manual.  CHeck page 399 on the PDF.  The engine is basically the same.

The other code is the vehicle speed sensor.  It is located on the transmission and is the electronic version of a speedometer cable.  

For the plugs to be black and wet leads me to think the fuel pressure should be checked.  Also, note that the Maxima had problems with the coils in the 1999 to 2001 range.  I have a 2000 Maxima SE and have had to replace the coils due to them intermittently firing.  The plugs will not continue to fire if the engine is not being cranked since the engine is not turning.  I bet if you change the swirl control valve and make sure the fuel pressure is proper the car should run.
