Answer
Jeff,

There are two things this could be.  The first is the governor and the second is a vacuum valve that lets the transmission know the load on the engine.  Also, make sure the shift cable is adjusted properly.  Engine off, have someone press the pedal to the floor.  Now, under the hood, check the cable for being taunt.  Not tight, just when the throttle is open all the way the other cable that goes to the transmission should be adjusted where the cable is taunt.  On the vacuum valve be sure the vacuum hose is connected and there are no leaks.  On the governor you might do a fluid change and correct any debris jamming up the works.
