having trouble entering the 9 on the 6 digits of radio

Press button 1 to input digit 1. and so forth. 5 enters the code.
Example. If the first digit is 3 press button 1, 3 times till the display shows 3
Second number is 4, then press button 2, 4 times till the display shows 4,
and so on when the code is in press 5 to enter the code
