Nissan Repair: Fuel pump, fuel pump relay, fuel pump

Question
There is no power (12VDC) at the inout to the fuel pump.  The fuel pump relay has been replaced and the fuse is OK
What can it be ?

Did not get the year, make and model of your vehicle, so I can give you a guess -

Try checking if you have a fuel cut off switch (this turns power off to the fuel pump should the car turn over, or get into an accident).

How was the test for power done?
