how do i remove and replace the power outlet cover, center consol passenger side.

I do not know what your year or model is on your Nissan.  So, if you are just looking at removing the socket you would go in from the back to access the assembly.  First, unplug it to keep from shorting out the plug and then just unscrew it from the back and pull the socket out the front.
