Nissan Repair: 2004 sentra only high speed wipers, speed wipers, dealer charges

I recently took this car to have it diagnosed for other problems at the dealership. They only looked at it, no work was done. When I got it back the wipers will only work on high speed. They say they did nothing to them. Maybe coincidence? At any rate, what would cause the wipers to only work on high? No intermittent, low, mist or on with washer fluid(fluid still pumps but blades don't come on). I'm not sure where the relay/controller is. Could this even be the problem? Any troubleshooting direction would be great. Thanks!

Probably a fluke since the module that runs the delay and such is a module under the dash.  Replace the module and you should be fine.  rockauto.com if you want to save some money and you can wait for delivery.  Almost half of what the dealer charges for the same part.
