Nissan Repair: brakes, nissan altima, ford dealership

Hi,
I have a Nissan Altima SE 1999. Lately, when we start driving, our car makes a ringing noise, which seems to stop temporarily when we apply the brakes.
The brakes themselves seem to work fine. I also checked the brake fluid, which is low but still way above the min level.
Can you suggest anything?

It sounds like the brakes are dragging.  I would replace the pads and sliders with new parts and you should be fine.  Also, replace the brake fluid with Ford High Performance Brake Fluid.  Five bucks a pint at a Ford Dealership but worth the money since it has twice the boiling point of the original fluid.  And, it is DOT 3 so it will not hurt your braking system.  Remember that brake fluid should be flushed every two years and no one seems to do this.
