1995 nissan sentra/xe/gxe/gle 4 cylinder 16 valve .....how do you set the timing and does it have an automatic gas shut off switch

You check the sticker under the hood and see what the setting should be.  Also, there is a picture of the marks in the picture.  Get a timing light and follow the directions on the sticker for setting.  The timing should be fine since it is electronic and set at the factory.  An automatic cutoff switch for the gas?  When the ignition is off the relay disrupts power to the pump.  If you want the pump not to run take the fuse out or the relay out.
