the timing chain tensioner is lossing pressure and packs up on the timing then losses timing

The timing chain tensioner and chain guide along with the chain should be replaced.  If your oil pressure is down for worn bearings then you have even deeper problems.  You should attempt the use of a thicker oil like 10W40 instead of 5W30 and see if the tensioner works properly.  But, if it is as bad as you say you need to replace some parts.
