Nissan Repair: gear shift, nissan maxima, shift linkage

i have an automatic transmission, 1994 nissan maxima. the problem i'm facing is the gear shift won't go into park. i am unable to remove the key because of this. i've had this fixed but only temporarily. this is the third time its happened. my mechanic says it might be the actuator. i can't understand what might be triggering this problem.

It is either the acutator or the shift linkage on the transmission.  If yours has the starter interlock with the brake pedal that has to be pressed it is the release solenoid on the shifter.  I do not know how long ago that you had it fixed the first time?  If it has been several years that could be that yours in worn out.  If they just rigged it that could be a problem too and that would mean that you should buy a used one or a new one.  Laslty, there is no aftermarket equipment that is under the hood that could be causing the shift mechanism to jam?
