Nissan Repair: FUEL SYSTEM, nissan altima, fuel gauge

This may not be your area of expertise.  If not, please direct me to someone who may be able to help.

Question:  Nissan Altima 95 GXE 165k

When starting the car, the engine does not seem to be getting sufficient fuel.  Surging, sputtering ... just short of stalling.  Replaced the fuel filter.  Fuel Gauge and/or Fuel Pump replacement?

Check the fuel pressure to see if the pump is working properly first.  Does the engine have a tune up with new plugs and the like?  Is the throttle body clean?  I would go with a tuneup and cleaning of the injectors and throttle body before I would go the cost of replacing major components without testing first.
