Nissan Repair: windshield wipers, nissan frontier, windshield wipers

I know this isn't you area but I can't find anyone else that deals with Nissan and it's a really simple problem (I hope)
I turned the windshield wipers on last night and one worked and the other barely twitched.  It looks like the wiper arm (not just the blade)has lifted up on the drive pin.  We have had a lot of snow/ice in the last couple of days so ice buildup could have lifted it?.
I'm assuming there is something that holds the wiper arm tightly to the drive pin (just friction fit dosen't seem safe).  Is there a locking ring, pin, set screw etc.  I'm hoping I can reseat the arm if I can get it off, clean the ice away etc.
I have a 1998 Nissan Frontier Truck.

The arms are put on with an interference fit so that should not be the problem.  Usually what happens is the arm comes off inside the cowl.  Take the wiper arms off and check to see that the wiper arm in the cowl has not come off.  If it has it usually just pops back on.  It works on a ball joint.
