Nissan Repair: High Beam wont work, senerios, high beam

My high beam right side won't work.  Replaced the bulb, replace the fuse.  Even tried the bulb from the left (which works) and no luck.  Any ideas?  Could it be a wiring issue?  
I have not touched any wires down there.

HELP, trying to pass inspection.

It could either be the wire or refer to your manual for a low/high switch (not for sure what it is call exactly) this is to allow it to go from low beam to high beam.

This will help eliminate the senerios.  If you don't have a low/high switch.

I am positive that it is your wires.

Just check to be sure.
