Oldsmobile/Buick Repair: rain delay wipers, buick park avenue, delay wipers


Question
I have a 1998 Buick Park avenue ultra 3.8 liter supercharged v6 with rain delay wipers, which work properly while running. The problem is when you try to turn the wipers off, they park in the up and down position in the middle of the windshield. If you let the wipers stop in waiting position for the delay wipers to activate which is the horizontal position at the bottom of the windshield and turn the car off then you can turn the wipers off. Now when you restart the car the wipers will not try to park and will stay off in the waiting horizontal position.
Any help in diagnosing this problem would be great.

Reading the diagnosis ignition switch Turn the ignition ON.
Set the wiper switch to LO.
Do the wipers stop for approximately 6 seconds and then operate for approximately 24 seconds? If NO unplug the wiper motor. If the operate correct then suspect the wiper switch.(Multi function switch on steering column)
If they do operate correct, the most likely cause is the Wiper motor Cover (wiper pulse board).
It MAY be a wiring issue also.
I would HIGHLY suspect the cover.
