Oldsmobile/Buick Repair: Wire wheel cover, needle nose pliers, plastic bolt

Cajun/Rambler,
I have a '91 Buick Regal with the wire wheel covers. The plastic bolt that holds the cover on is starting to shear rather than release when I use the removal T-wrench (original equipment)  Any suggestions on how to "persuade" that plastic bolt without destroying it?  I have tried penetating oil but it seems grit/dirt is keeping it from turning. All I have ever been able to do, is use a GOOD pair of needle nose pliers or "duck bill" pliers (they have a wider, flatter nose than needle nose). It does defrorm the plastic a bit but USUALLY the t wrench is still able to be used.
