The fuel gauge in the dash is not working correctly.  When the car gets low on fuel the gauge shows a full tank and when it is full, the bars do not show up at all (it is a digital dash).  The fuel pump starts to whine when getting low on fuel.  Any ideas?  Thanks.

The whine being louder may be normal like that.
And you sure might have a bad sender in the tank.
I honestly don't know anything about digital instrument clusters, but most of the Chilton or Mitchell manuals cover troubleshooting them.
You can read those manuals, as well as the shop service manual at the public library, in the refference section.
