Oldsmobile/Buick Repair: horn problem, 72 skylark, wheel button, blue bottom

Just bought this car and the horn doesn't work. I found the relay under the dash between the glovebox and radio, and the wires to it were cut and taped, connectors missing.
I put new cononectors on the wires and reconnected the relay to the wires with the pink on top, red next then green on bottom left/blue bottom right.
Now, I did not remount it, so I wonder if mounting makes a difference...ground?
Anyway, when I connected the battery, the "key in column" buzzer sounded, even w/o my key in the column. The horn didn't work either. Then I switched the bottom blue and green wire positions...no sound at all and no horn.Tnen I swithched the pink and red, and I got the same buzzing like I did in the beginning.
What do I do next. It's driving me nuts. Thanks,Bruce

Hello Bruce,
You need to find a wiring diagram so you can connect the wires exactly where they need to be.
But I would assume the previous owner couldn't stand the problem he was having with it, and rather than fix it, did what you said.

Mounting the relay shouldn't make a difference, cause the steering wheel button supplies the ground.
