Oldsmobile/Buick Repair: Wipers, oldsmobile cutlas supreme, wiper blade

Hi, my wipers do not operate on my 1988 Oldsmobile Cutlas Supreme. There is a noise that's always on, even when the wiper switch is turned off. There is a motor noise coming from where the wiper motor is located. There is absolutely no movement from the wipers. Do you have any ideas. Would replacing the wiper motor fix the problem?

I feel that if you go to replace the motor, you will find that it is actually running, but not connected to the arm, or the gear inside the motor/transmission assembly may be broken or stripped.
With the key on, where you hear the noise, have you grabbed a wiper blade and moved it?
Try that. Won't fix it, but may show something.
