Oldsmobile/Buick Repair: 1992 Buick Skylark GS wont start, buick skylark, fuel pump relay

Hi, for about 3 weeks now, our 1992 Buick has done this thing that sometimes when you first turn the key, you could hear the fuel pump humming, then it would start.Then sometimes when you turn the key, you couldn't hear it at all, but if you waited for about 5 min. you would hear it hum, then it would start. Now it has decided not to start at all. My nephew said that it doesn't sound like the fuel pump, but rather the fuel pump relay switch. We replace the relay switch, but it still won't start.He had us check to make sure that the gas was getting through the car's system, and it was, because the gas shot out on my husband when he told me to hit the key when he was under the hood lol. Then my poor husband got a shock when he told us how to check to make sure that it was getting spark, and it is.It tries to start, but it won't for some reason.Now my husband says that the fuel pump sounds stronger when he lets off the key as opposed to when he tries to fully start it.We should have seen to the problem earlier when it was just giving us problems starting here and there, but we couldn't afford for a mechanic to look at it, and my backyard mechanic lives 300 miles away.Thank you, Joyce

Hi Joyce,
Having enough fuel pressure to shoot fuel all over your husband, and having enough pressure to blow it through the injectors may be two different things.
The only way to be sure is with a fuel pressure tester.
That is the step you are at now.
Then noid lights to be sude the injectors are getting pulses.
