Oldsmobile/Buick Repair: 88 delta not starting, throttle body injection, exhaust stroke

I was wondering why my car won't start. I changed my timing chain, spark plugs, wires and distributor cap. and my car wants to start and gets really close but doesn't want to turn over. Any suggestions?

Throttle body injection? or does it still have a carburetor?

If injected, can you hear the fuel pump running in the tank?

Have you tried dumping a little gas down the intake throat?

Are you positive the camshaft and crank were correctly timed? 180 degrees off will have good spark, and seem like it wants to start, but it will be firing on the exhaust stroke, not the compression stroke.

If that is a remote possibility, remove the distributor cap ends of the plug wires, and reconnect them exactly 180 degrees off, meaning move every wire three or four(depends on if it is a V6 or V8)towers.
