It is inside the tank.
When the key is turned from off to run, the pump should humm for two seconds.
If it doesn't, check the fuse, and if it is ok, lay near the rear bumper, and just as someone turns the key to run, smack the bottom center of the tank with your hand.
That may jar it loose.
If it does, the car should start, but you can expect to replace the pump before long.
The fuel pump depends on recirculating gas to keep it cool, and when you run out, the pump can overheat, and damage itself. Try to not run below a quarter tank if possible.
