Oldsmobile/Buick Repair: 1998 Olds Achieva, olds achieva, dash tape

Have exhausted all resources to determine cause of ign tumbler not working. We have replaced tumbler, but key will not turn.  Can get key to turn (occasionally)in neutral, but won't turn at all when in park

From the ignition key switch a metal rod goes down thru the steering column to the electrical portion of the ignition switch which is located on top of the steering column way under the dash.

Tape the metal rod to the steering column so it does NOT MOVE when you remove and replace the electrical portion of the ignition switch which is located on top of the steering column way under the dash.
