I have a 95 Park Avenue.  Funny things are going on.
> Horns are disconnected.  If I plug the connectors back into the horns they blast continually.

> With the AC on the passenger side vents sometimes blows hot air as if the heater were on.

> Yesterday the headlights would not go off; even if the twilight sensor switch was turned all the way down.

>When I turn the ignition off; the radio does not turn off until I open the car door.

Any good guesses before I'm forced to take it to a dealer?

On the horn problem,it can either be a stuck horn contact ring inside the column or the horn relay has failed,i would guess that the relay has failed and look into that first,it is located in the fuse box underhood and to the rear of the engine mounted on the firewall,the relay if counting from left to right looking at the fuse box is #2,you can check and see if the relay is in fact failed by swapping it with another relay located there,try the ac compressor relay #1 i believe they are that same.
On the headlamps issue,GM issue a Bulliten #225549 on a possible cause,it is stated that the when the ignition is switched off there may be transient voltage/surge from the fuel pump ckt to the headlamps module causing the healamps to remain on,the fix is to cut the ckt from the module,let me know if you wish to attempt this fix,and ill guide you through it.
On the radio issue,i believe this is normal operation,your vehicle is equiped with retained accy power were if the key is turned off you able to operate normal accy functions such as radio wind wipers dome lamps etc,when you open a door the retained accy power will shut off and with that all the accesories also.if you need more help let me know,Thanks.

Yes please step me through cutting the ckt to stop the headlight problem.

Also, any thoughts on the AC putting out hot air on the passenger side.

To eliminate the feedback ckt i discribed,do as follows:
Disconnect Neg battery cable
locate connector C260,this is located at the firewall breakout in the engine compartment right side rear behind rh strut tower,its a large bulkhead connector:closest to the relay center.
 Locate Ckt 120 its a small gray wire and is located at the connector cavity A5,looking at the connector its located from left to right,count 11 over to the right,last terminal far right then count down 2 terminals,should be a gray wire breaking out,trace that wire through the conduate on the engine harness about 4-6 inches,cut that gray wire there,tape both ends,and recheck the twighlighting,now ive taked to a friend of mine who is an TAC Buick engineer,he told me not to over look the lamps control module,this is located center of dash lower,under heater box,parts shows 4 part number changes since production,that means they had a problem with the module,let me know how it goes.
