Oldsmobile/Buick Repair: Emissions tests in Texas (moms car), high speed test, flying colors

I took her 1986 cutlass olds for inspection and it failed the emissions part. The inspector does not do any work. here is what it said... HIGH SPEED test... standard is CO(%) 1.08 we got 2.97 CO2(%) is 13.2 and )2(%) is 0.3. SLOW SPEED test standard is CO(%)0.98 we got 3.14, CO2(%) we got 12.6, )2(%) we got 0.7. Everything else on the car passed with flying colors. The car belongs to my mom and before I take it in for a lot of repairs I would like to know if there are a series of sensors and parts that might help first. The car has 32,000 and is garage kept. Not a scratch. My mom is still driving and in good health at 95 yrs of age. I just don't want someone ripping off my mom. I offered to buy her a new car but the olds was the last one my dad bought before he died. Any help would be appreciated. Or if you are an honest good Dallas mechanic give me a call.
