Oldsmobile/Buick Repair: 1993 Buick Regal electrical issue..., scott hayward, light timer

Hello there,
 I have a '93 Regal w/ 2 issues....
Issue #1 is power doorlocks/doors. When locking from inside, doors will not all unlock , especially drivers door. Will open from the inside with the handle but cannot enter from outside...from time to time have to enter from passenger side as key will not unlock the door either.
Issue #2 is dash lights....they will not go off and runs down the battery. Local mechanic says switch inside steering column is the culprit...in addition a new CD was installed and appears the dash issue started atv that time...installer at dealer took out, reinstalled and found no correlation between the Cd and dash issue.

#1. Get a can of wd40, liquid wrench, or something like that, and stick the little red tube on the sprayer. Insert it in any hole or opening in the door and latch area, and hose the latch down good with it. Work the lock button while doing it. Really spray that latch mechanism good from every angle you can.

#2. Sounds like he spliced the light wire for the CD to a hot wire, and probably the dash light wire also.
Or connected to a wire that is connected to a light timer.
Even though he said it wasn't related, I would have it disconnected, and see if the dash lights go off.
Otherwise, I would say a headlight switch.
