Oldsmobile/Buick Repair: A/C is cold but not powerful, windshield defroster, vacuum problem

I have a 93 Oldsmobile 88 Royale, the problem I have is that my A/C feels cold and the blower sounds loud when it is on MAX but not very much air comes out of the vents.  Is this a vacuum problem, and if so how do I track it down?

WHARE does most of the air volume come out OF ?> The defroster vents ?.

From what I can tell no air is coming from the windshield defroster, there is however some coming out of the door window defrosters and some coming through the floor vents.  Sometimes more air seems to come out of the dash vents then other times.

Most likely one of the vent doors is not operating correctly and you will need to test each door for proper operation. I have pictures and test procedures for a 1991 Olds 88 Royale of which should be identical to your system.
