Oldsmobile/Buick Repair: will not keep charged, chevy 305 engine, battery cables

Hello My name is Dontay, I recently brought my first car. It was going ok intill it got real cold. I noticed that it is real hard to start my car up in cold temps. I have taken it to two different types of mechanics.One in which said I need a tune up and battery cables,I decided that it may be the altenator the second tech said that it wasn't it. I really don't know what to do about it I really don't have alot of money to keep going to different people trying to get it fixed. Can you please offer any helpful suggestions. By the way I have a 1984 Buick regal with a chevy 305 engine.

it is not a alt i would check the float in the carb this will make it hard to start . take the air breather off in the moring see if it is shut and if not that is your problem have it adjusted 35 dollors in a shop let me know please rate my serivice pete
