Oldsmobile/Buick Repair: egnine surges, dash lights flash, speedometer goes crazy, olds cutlass supreme, olds cutlass

1995 Olds Cutlass Supreme, 3.1L, 4 dr., frt. whl. dr.;  Today the radio was playing and then starting flashing off and on, maintaining the same channel and station.  The ABS light has been coming on for the past several days, occasionally, but, today, starting flashing dimly, along with the brake light, check engine light, and low oil light.  The analog speedometer started to increase, even though I was reducing the speed of the car, and continued up past the maximum registered speed.  The engine seemed to be losing power, but I was able to continue to my destination.  I could feel the loss of power both in the motion and in the accelerator. The tachometer stayed around 3000 rpm, too high for the approximate 60 mph speed reduced to around 50 mph (I think).
The alternator is a little over one year old.  The automatic tensioner looks to be a little off center (and I think it's making a noise) and will be replaced.  I thought that the voltage regulator might be the problem, but I couldn't explain the actions of the speedometer.  The transmission was rebuilt a year and a half ago.  A whining noise has started up and increases as engine speed increases.
I'm going to try to check the engine codes, but I'm already a little puzzled.  Any insight you have would help.

hi bryan.really sounds like a ground prob .most likely a dirty or corroded batt terminal.but could be a eng ground check all grounds and especially the ones to the firewall and eng.yes check your codes you may have a speed sensor going bad at the same time .good luck let me know about the codes if you need further advice  please take a min to rate my help  ty billymac
