Oldsmobile/Buick Repair: Dodge Neon 98, dodge neon, coolant leak

Question
I have a dodge neon '98 and it doesn't start up i was wondering if it could be the timing belt or the crank.  It sounds when you turn the key as a granding noise of medal. But when i have some one look at the timing belt as i turn the key through the hole the timming belt doesn't move.  Also, the spark plugs have oil on the could this bbe the head gasket i mean i should be an expert at this becasue its the second one i have put in. should i have the valve springs replaced if i need the head gasket? i had a coolant leak could this be the water pump because the leak isn't anywhere near the radiator.

Thanks Jessica; sorry about the length

Answer
hello jessica
it could be the timeing belt . what u have to do is take off the timeing cover and then u can see the crank if it turns then the crank is good . you could have broke the teeth off the timeing belt . and you are hereing the belt trying to turn. check it and let me know . and if the eater pump is leaking when you do the timeing belt change the water pump the front of motor will be tore down . that is when you want to do it . dont think head is bad check it and get back to me hun and u have a pretty name pete
