Oldsmobile/Buick Repair: Electrical Problem, fuse box, electrical problem

Question
My 2001 Olds Silhouette has an electrical problem. It appears to be the battery, but the battery is fully charged. When the key is turned to start, nothing happens (as if the battery is dead), but when the key is released, there is a sound (like an slow electrical discharge) beneath the fuse box and from the instrument panel, and the instruments peg backwards.

Answer
hi larry.well it sounds like you may have burned a fusible link .these are located near the starter.but the question is what burned it .check the eng harness very good look for burned spots or especially a discolored wire that may be grounded out.there is a great danger of fire .so it is important to find out what caused this prob.and repair this first.i hope this helps.please take time to rate my service.and feel free to ask anytime  ty billymac
