Oldsmobile/Buick Repair: Horn keeps going off., oldsmobile silouette, steering wheel

I just bought a 1993 oldsmobile silouette and had the right tie rod in the steering replaced. Now sometimes when i turn the steering wheel the horn goes off by itself. It got so bad one day that i had to pull out the fuse for it.( mind you the fuse works fine) Someone suggested that the problem might be a loose connection in the steering wheel when the repair was done. This only occured after the repair. Am i able to safely go into the steering wheel to check this out.

Hi Frank,
To replace the right tie rod, it is not necessary to do anything in the steering column, or under the steering wheel.
True, a loose wire grounding in the column or steering wheel would cause it, but I doubt the tie rod repair had anything to do with it.
