Plymouth Repair: 1993 Plymouth Grand Voyager Fuel Pump, plymouth grand voyager, jeep cherokee

Hello, a few months ago after totaling my Jeep Cherokee in an accident that wasn't my fault I had to get a 1993 Plymouth Grand Voyager (Lack of funds to get another Jeep)  

I drove it for about a month then realized the fuel pump was shot.  I have someone working on the van, but he is having problems.  How do you get to the tank to replace the fuel pump with minimal work?  Another question, my friend tried draining the tank with a syphon but can't get the hose all the way into the tank, he said there seems to be something blocking the hose from going further down in. (After it not wanting to start while I was out one day I put a full tank of gas in thinking it was too low)

He's having a real problem with this, trying to drain it and trying to figure out the easiest way to get to the tank to replace the pump (It's inside the tank itself)

thire is a return tube in the tank this is why he cant syphem it out . the only way to get to this fuel pump the tank as to be droped . then you can get to the top of the tank . he is goung to have to use a good floor jack to let the tank down since it is full . any shop would tell you to run it close to empty so they can drop it . it can be done full but it is rougher . Tell him to look under the right side of the van for the gas filter take the line apart there you can dren the tank this way .
