Plymouth Repair: voyager starting, plymouth voyager, jumper cables

Question
1994 Plymouth Voyager LE 3.3L Auto

This after noon, when I tried to restart my van, it failed to start in the parking lot of the shopping center. Here is what happened:
At first try, the key and lock cylinder seemed to slip abruptly. And afterwards it won't engage the starter; current never reaches the starter, I cannot hear the solnoid clicking. The key and lock cylinder has play, free running during the travel of lock cylinder where it is supposed to start the car.
Looking at the Haynes manual, I suspect its the Ignition Activator Rod, am I on the correct way?

Thanks for your quick response as I want to remove the car from parking lot as early as possible.

Regards,
